He was born on September 29, 1968, in the city of Lankaran.
He graduated from Lankaran City School No. 1 and the Faculty of History of Baku State University.
He was a member of the Musavat Party in 2000-2023. He held the positions of Chairman of the party's Lankaran organization, then Adviser to the Chairman, and Deputy Chairman. He was a member of the Majlis (Congress) and Divan (Executive Board).
He worked as a teacher in Lankaran City Secondary School No. 1 in 1992-1995 and in Lankaran State University in 2000-2010.
In 2010, he was fired due to his political activities.
In 2013, he was unjustly arrested on trumped-up charges and recognized as a "prisoner of conscience" by local and international human rights organizations. He was released in 2016.
He is the author of more than 200 journalistic and scientific-popular articles. The books "Pages from History" and "History of the Middle East" containing his articles were published.
He lives in Lankaran.
He is married and has three children.
